In September 2025, the Ministry of Industry and Information Technology, in collaboration with the State Administration for Market Regulation, jointly released the "Action Plan for Stable Growth in the Electronic Information Manufacturing Industry (2025–2026)," which clearly identifies all-solid-state batteries as a key priority area for cutting-edge technological development. The plan leverages special projects under the National Key R&D Program to continuously strengthen fundamental research on solid-state batteries, driving innovation in material systems and advancing iterative improvements in manufacturing processes and equipment. Currently, the sulfide electrolyte approach has emerged as the dominant technology due to its superior ionic conductivity, with domestic companies already achieving mass production of lithium sulfide precursors at the 100-ton scale. Meanwhile, oxide-based solid-state battery systems are also entering the pilot-production phase.
In terms of production capacity planning, the proposal encourages industrial resources to cluster in regions such as the Yangtze River Delta and the Pearl River Delta, while supporting leading companies in building mass-production lines capable of producing 2GWh or more. CATL plans to achieve small-scale vehicle integration of all-solid-state batteries by 2027, and EVE Energy’s Chengdu-based facility has already rolled off its first 10Ah all-solid-state battery cell. Meanwhile, Guoxuan High-Tech has successfully commissioned its first pilot production line and has begun designing a full-scale 2GWh production line. On the equipment front, companies like Lead Intelligent and Liyuanheng have taken the lead in completing the development of complete-line process equipment, covering critical steps such as dry electrode processing and isostatic pressing densification—some of these equipment systems have already reached cutting-edge performance levels.
The policy synergy has been remarkably effective, with the 6-billion-yuan solid-state battery initiative launched in 2024, combined with local pilot programs, creating a comprehensive support system that is accelerating both technological breakthroughs and industrialization efforts. As material performance continues to improve and the localization rate of key equipment rises, the window of opportunity for solid-state battery commercialization has arrived. By 2027, China’s shipments are expected to reach 18 GWh, while by 2030, the industry is projected to surpass 100 billion yuan in value.
