According to the new 2025 regulations from the International Civil Aviation Organization (ICAO) and the Civil Aviation Administration of China (CAAC), air transportation of drone lithium batteries must strictly adhere to the following three key restrictions and precautions:
I. Capacity and Quantity Limits
1. Batteries ≤100Wh: These can be carried on your person without requiring airline approval. Most airports allow passengers to bring 2–3 spare batteries, while some airports—like Shenzhen Bao'an—permit up to 20, provided the batteries are clearly labeled and properly insulated.
2. Batteries between 100–160 Wh: Must be declared to the airline in advance. Each passenger is limited to two units; a third unit must either be abandoned or subject to special approval.
3. Batteries exceeding 160 Wh: Strictly prohibited; commonly found in industrial-grade drones.
II. Power Level and Status Requirements
All batteries must have a charge level ≤30% (open-circuit voltage ≤3.7V per cell); fully charged batteries will be refused shipment. Batteries must pass the UN38.3 test and display a clear 3C certification mark (original batteries typically already meet this requirement).
3. Packaging and Handling Guidelines
